Most government websites are not standardized.&lt;br /&gt;&lt;/p&gt;&lt;p class="introduction"&gt;The UK government is to conduct a review of all 820 of its websites, Cabinet Minister Francis Maude has announced.&lt;/p&gt;         &lt;p&gt;A report by the Central Office of Information has revealed that the government spent £94m on website development and running costs and £32m on web staff in 2009 - 2010.&lt;/p&gt;         &lt;p&gt;The UK Trade and Investment website averaged 28,000 users per month but cost over £4m to build said the COI.&lt;/p&gt;         &lt;p&gt;Each site visitor cost the government £11.78 according to the figures.&lt;/p&gt;         &lt;p&gt;Around 16% of government departments did not know how their own websites were being used by tax payers, and almost a quarter were not aware of the running costs, according to the COI report.&lt;/p&gt;         &lt;p&gt;In 2007 the BBC reported that the government was to axe 551 websites, protecting 26 from closure.&lt;/p&gt;&lt;p&gt;"Only 24 sites have been reported as closed and more sites have since been discovered and so the present total number of government websites is 820," said Francis Maude.&lt;/p&gt;         &lt;p&gt;"The days of 'vanity' sites are over. It is not good enough to have websites which do not deliver the high quality services which people expect and deserve."&lt;/p&gt;         &lt;p&gt;Mr Maude will be working with Chief Secretary to the Treasury Danny Alexander and Digital Champion Martha Lane Fox on the review.&lt;/p&gt;         &lt;p&gt;In a statement the government also cited "anecdotal evidence" of departments bidding against each other for search terms on Google.&lt;/p&gt;         &lt;p&gt;The most cost efficient government websites included that of the Department for Environment Food and Rural Affairs which cost 2p per visit, Revenue and Customs at 11p and the Department for Culture, Media and Sport at 5p per visit.&lt;/p&gt;         &lt;p&gt;The NHS website averaged over 6m users per month. Brunei</name><uri>http://www.blogger.com/profile/17179994519497236578</uri><email>noreply@blogger.com</email><gd:image rel='http://schemas.google.com/g/2005#thumbnail' width='16' height='16' src='http://img2.blogblog.com/img/b16-rounded.gif'/></author><thr:total>0</thr:total></entry><entry><id>tag:blogger.com,1999:blog-18501242510914864.post-2355238437842681198</id><published>2010-05-05T19:33:00.000-07:00</published><updated>2010-05-05T19:34:36.414-07:00</updated><category scheme='http://www.blogger.com/atom/ns#' term='cybercrime'/><title type='text'>First Cybercrime Conviction In Brunei</title><content type='html'>Jail Sentence For Filipino National&lt;br /&gt;&lt;br /&gt;Bandar Seri Begawan - Brunei's court dealt with its first cybercrime offence Tuesday (May 4), which saw a Filipino national convicted and sentenced.&lt;br /&gt;&lt;br /&gt;The Commercial Crime Investigation Division of the Royal Brunei Police Force yesterday said 29-year-old Raymond G Azarcon, was brought before the Magistrate's Court on May 4 under the charges of hacking into a wireless Internet connection without authorisation and using a stolen credit card number to make $2,720 worth of online purchases.&lt;br /&gt;&lt;br /&gt;According to a Royal Brunei Police Force press statement, early last month, Azarcon, who lived next door to his landlord's house, hacked into a wireless Internet connection that was owned by his landlord without his knowledge and authority.&lt;br /&gt;&lt;br /&gt;Once inside his landlord's system, Azarcon visited a web site and "intentionally cheated the owner of the web site by falsely representing himself in which he used a stolen credit card number to make an online purchase and thereby dishonestly inducing the owner (of the web site) to approve the online purchase worth $2,720".&lt;br /&gt;&lt;br /&gt;His illegal online shopping spree began to arouse suspicion by April 8 when the web site owner noticed that Alarcon continued to make more online purchases with the same credit card number and same username, which subsequently made him lodge a police report on April 12.&lt;br /&gt;&lt;br /&gt;On Tuesday, Azarcon was read his charges in court for committing an offence punishable under Section 6(1)(a) of the Computer Misuse Act and under Section 420 of the Penal Code.&lt;br /&gt;&lt;br /&gt;He was found guilty and sentenced to six months' imprisonment for his first offence and received a further 22.5 months' jail term for his illegal credit card misadventure, which will be served out concurrently.&lt;br /&gt;&lt;br /&gt;"The general trend of cybercrime is on the rise," acknowledged officers of the Commercial Crime Investigation Division, adding: "this case is one of the examples how hackers intruded into someone's private property by tapping into their wireless connection and exposing him to wrongful allegations, thus causing an innocent person distress and unnecessary inconvenience".&lt;br /&gt;&lt;br /&gt;They also advised Internet users: "Use some encryption on data and use of password authentication to access the Internet. For comparison, Switzerland 1st, Singapore 2nd, and  Malaysia 27th, still above Brunei. With so much wealth per population or  per area of country, is 63rd supposed to be flattering?? AiTi Assistant Chief Executive of Corporate Strategy Julianah Hj Ali Ahmad revealed this information to The Brunei Times on the sidelines of a signing agreement between AiTi and Analysys Mason Limited yesterday.&lt;/span&gt;&lt;span style=";font-family:Verdana;color:white;"  &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:Verdana;color:white;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="color:white;"&gt;"Broadband here has been a big talk in &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;Brunei&lt;/st1:place&gt;&lt;/st1:country-region&gt;. So that is why we have engaged these consultants to see what best suits requirements of users in &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;Brunei&lt;/st1:place&gt;&lt;/st1:country-region&gt;," she said.&lt;/span&gt;&lt;span style=";font-family:Verdana;color:white;"  &gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:Verdana;color:white;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="color:white;"&gt;Julianah added that the consultants will be looking into addressing the quality of broadband services in &lt;st1:country-region st="on"&gt;Brunei&lt;/st1:country-region&gt;, such as what would be the best speeds and technology for &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;Brunei&lt;/st1:place&gt;&lt;/st1:country-region&gt; to use. She explained that &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;Brunei&lt;/st1:place&gt;&lt;/st1:country-region&gt; has been using copper cables for (ethernet) lines and this has limited capabilities for developing high speeds. For the same price in countries like &lt;st1:country-region st="on"&gt;Singapore&lt;/st1:country-region&gt; and Hong Kong, they can get 30 megabits per second," he said, adding that the consultants will be looking into how to address the expensive price in &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;Brunei&lt;/st1:place&gt;&lt;/st1:country-region&gt;.&lt;br /&gt;&lt;br /&gt;In order to have a successful broadband policy, Sumner said that a "virtuous circle" was the key in stimulating supply and demand. He added that the consultants would have seven to eight weeks to work on the plan, which will be completed and presented to AiTi on March 17.&lt;br /&gt;&lt;br /&gt;According to AiTi, &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;Brunei&lt;/st1:place&gt;&lt;/st1:country-region&gt; is heading towards a knowledge-based economy and it is crucial that AiTi has a platform to support access to highly-developed ICT (info-communication technology) infrastructure, including high-capacity broadband networks. One of the major milestones last year was the launching of the 2009-2014 e-Government Strategic Plan. To date, 35 projects have been approved by EGLF since March 2007.&lt;/p&gt;&lt;p style="margin-top: 10px; margin-bottom: 15px; "&gt;According to the press release, prioritisation of projects for 2010 will be based on a number of characteristics namely 'multiple-agency', `connectivity', `interactivity and transactional', as well as `providing the highest impact to citizens and government'.&lt;/p&gt;&lt;p style="margin-top: 10px; margin-bottom: 15px; "&gt;Through this, several flagship projects will be identified. Thats not good is it. If internal affair cant be sorted out, then, how are they going to invigilate the whole nation’s e-government system implementation?&lt;/p&gt;&lt;p&gt;EGNC is taking control over the hardwares and softwares that goes in into the government. Just few months ago, a company is having problem trying to get quotation for Microsoft Office Products to be supplied for one of the Government’s agencies. Weeks and weeks waited, no quotation were received from vendors. Why ? Because EGNC halted the process. Why? Because theyre not ready yet.&lt;/p&gt;&lt;p&gt;But this particular government department needed this softwares.&lt;/p&gt;&lt;p&gt;Yes I know, but EGNC isincharge now, and theyre telling all vendors to put their hands down.&lt;/p&gt;&lt;p&gt;Why?&lt;/p&gt;&lt;p&gt;I dont know.&lt;/p&gt;&lt;p&gt;So the question is, will EGNC make a difference in the e-government development?&lt;/p&gt;&lt;p&gt;&lt;a href="http://www.egnc.gov.bn/Pages/default.aspx" style="color: rgb(255, 51, 0); text-decoration: none; "&gt;EGNC Official Site&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Do you know how far off are we in the e-government? Lets compare with UK. There were 2 phases. The first phase is To Computerize the Government System. They’ve done that already. The second phase is Connecting the Public to the e-Government.&lt;/p&gt;&lt;p&gt;Basically with this system, a British dude will have his personal section on the government system. There contains his personal information such as identity and address etc. On top of that, the system keep tracks of the bristish’s dude health (it’s connect to NHS) so if theres any doctor appointment, the system will notify the British dude. His doctor will also be able to keep in touch with him.&lt;/p&gt;&lt;p&gt;Think of it as, e-Gov 2.0.&lt;/p&gt;&lt;p&gt;Not only that, with this system as well, the British dude can buy his groceries via the system. Im not kidding you.&lt;/p&gt;&lt;p&gt;Now in Brunei, we’re still in the process to computerize the government. There are still departments that is using the paperbased solution. Seriously, Bruneians are way too confortable to be able to move on.&lt;/p&gt;&lt;p&gt;Oh yeah, another thing that ive learnt is that, the egovernment system in UK, is done by ONE COMPANY ONLY. AND ITS ONE HUGE COMPANY. Why is this a factor?&lt;/p&gt;&lt;p&gt;One company that connects all ministry together. All ministries will be running on the same platform. Same based. Easier to connect to one another. Easier to share information. Easier to maintan the system.&lt;/p&gt;&lt;p&gt;In Brunei, shit loads of companies. Different department in the govebrnment, is computerized by different vendors, using different systems and with different platform. For instance, MOE, using Apple Mac, while the rest of the ministries is using Windows platform.&lt;/p&gt;&lt;p&gt;There will always be compatibility issues.&lt;/p&gt;&lt;p&gt;This is just my thoughts. Who knows, maybe there are super geniuses working in EGNC right?&lt;/p&gt;&lt;p&gt;But really, how long have it been =) Want to make a difference? Will it be a year of continued lean budgets and cost controls or a year of gradual recovery and growth? &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; More than ever, CIOs need to focus on their business savvy, peer relationships and ability to achieve continuous alignment with business strategies and objectives. In addition, it is imperative that CIOs don’t go off on technology quests that may be too controversial or bleeding edge. While having the latest and greatest might give the CIO bragging rights at conferences and such, it does little to impress leadership teams and business unit executives if core needs aren’t being satisfied.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; For 2010, CIOs would be wise to keep their technology powder dry, keep the infrastructure solid and focus on providing solutions that are easily traceable to specific enterprise and business unit objectives. Therefore, new project initiatives need to be “rifle-shot” on target and deliverables, spot on. Shorter projects with more frequent deliverables will serve the CIO better than larger, high-risk endeavors. Improving service levels should be first and foremost on CIOs' list of priorities, especially if they have suffered due to cut backs and other recession-related events.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; CIO Insight weighed in on the topic in its “CIO priorities for 2010,” a recap of the survey conducted by “The Society for Information Management (SIM)” of CIOs and IT executive leaders. These priorities are as follows:&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 1.    Business Productivity and Cost Reduction&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 2.    IT and Business Alignment&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 3.    Business Agility and Speed to Market&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 4.    Business Process Reengineering&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 5.    IT Cost Reduction&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 6.    IT Reliability and Efficiency&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 7.    IT Strategic Planning&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 8.    Revenue Generating IT Innovation&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 9.    Security and Privacy Maturity&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; 10.    CIO as a Member of the Leadership Team&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt; Clearly these priorities reveal the focus is on sticking to basics before branching out into the innovative. To see cost reduction take precedent over revenue growth is quite telling. Disappointing was the sense that it isn’t imperative to have the CIO serve in an enterprise leadership capacity. This suggests that CIOs are still seen as second class citizens and not the peer of CFOs and COOs. In many respects, these top 10 priorities take me back to the mid-1990s in terms of what those surveyed deemed to be important. Your participation will contribute towards improving Government services which are important to YOU! Many hold other duties other than being appointed as a CIO for a particular ministry.&lt;/span&gt; &lt;span style="font-family: arial;"&gt;So imagine being a CIO in Brunei, not knowing what to do exactly, implementing projects in  'silos'. Yet blaming the C-Level management of not supporting, budget cuts and so on. The emphasis was and still is, vendor. Nearly all IT projects in Brunei are vendor-driven.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;The &lt;/span&gt;&lt;b style="font-family: arial;"&gt;chief information officer&lt;/b&gt;&lt;span style="font-family:arial;"&gt; (&lt;/span&gt;&lt;b style="font-family: arial;"&gt;CIO&lt;/b&gt;&lt;span style="font-family:arial;"&gt;) is a job title for the board-level head of &lt;/span&gt;&lt;a style="font-family: arial;" href="http://en.wikipedia.org/wiki/Information_technology" title="Information technology"&gt;information technology&lt;/a&gt;&lt;span style="font-family:arial;"&gt; within an organization. The CIO typically reports to the &lt;/span&gt;&lt;a style="font-family: arial;" href="http://en.wikipedia.org/wiki/Chief_operations_officer" title="Chief operations officer" class="mw-redirect"&gt;chief operations officer&lt;/a&gt;&lt;span style="font-family:arial;"&gt; or the &lt;/span&gt;&lt;a style="font-family: arial;" href="http://en.wikipedia.org/wiki/Chief_executive_officer" title="Chief executive officer"&gt;chief executive officer&lt;/a&gt;&lt;span style="font-family:arial;"&gt;. In military organizations, they report to the &lt;/span&gt;&lt;a style="font-family: arial;" href="http://en.wikipedia.org/wiki/Commanding_officer" title="Commanding officer"&gt;commanding officer&lt;/a&gt;&lt;span style="font-family:arial;"&gt;.&lt;/span&gt;&lt;br /&gt;&lt;h2  style="font-family:arial;"&gt;&lt;span class="mw-headline" id="CIO"&gt;CIO&lt;/span&gt;&lt;/h2&gt; &lt;p style="font-family: arial;"&gt;Chief Information Officer (CIO) is a job title commonly given to the most senior executive in an enterprise responsible for the information technology and computer systems that support enterprise goals. As information technology and systems have become more important, the CIO has come to be viewed in many organizations as a key contributor in formulating strategic goals. Typically, the CIO in a large enterprise delegates technical decisions to employees more familiar with details. Usually, a CIO proposes the information technology needed by an enterprise to achieve its goals and then works within a budget to implement the plan. The CIO role is also sometimes used interchangeably with the &lt;a href="http://en.wikipedia.org/wiki/Chief_technology_officer" title="Chief technology officer" class="mw-redirect"&gt;chief technology officer&lt;/a&gt; role, although they may be slightly different. When both positions are present in an organization, the CIO is generally responsible for processes and practices supporting the flow of information, whereas the CTO is generally responsible for technology infrastructure.&lt;/p&gt;&lt;p style="font-family: arial;"&gt;&lt;br /&gt;&lt;/p&gt;&lt;h2  style="font-family:arial;"&gt;&lt;span class="mw-headline" id="Information_technology"&gt;Information technology&lt;/span&gt;&lt;/h2&gt; &lt;p style="font-family: arial;"&gt;The prominence of the CIO position has risen greatly as &lt;a href="http://en.wikipedia.org/wiki/Information_technology" title="Information technology"&gt;information technology&lt;/a&gt; has become a more important part of business. In some organizations, the CIO may be a member of the executive board of the organization. No specific qualification is typical of CIOs in general. In the past, many have expertise in &lt;a href="http://en.wikipedia.org/wiki/Computer_science" title="Computer science"&gt;computer science&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Software_engineering" title="Software engineering"&gt;software engineering&lt;/a&gt;, or &lt;a href="http://en.wikipedia.org/wiki/Information_systems" title="Information systems" class="mw-redirect"&gt;information systems&lt;/a&gt;, but this is not universal. More recently CIOs' leadership capabilities, business acumen and strategic perspectives have taken precedence over technical skills. It is now quite common for CIOs to be appointed from the business side of the organization, especially if they have &lt;a href="http://en.wikipedia.org/wiki/Project_management" title="Project management"&gt;project management&lt;/a&gt; skills.&lt;/p&gt; &lt;p style="font-family: arial;"&gt;In recent years governments and government departments have employed CIOs and recruited them from the private sector. The main reason for this is that as government departments have modernized their processes they have made costly IT mistakes and now require highly experienced IT executives to cut the best deals for their organizations.&lt;/p&gt; &lt;p style="font-family: arial;"&gt;&lt;br /&gt;In 2007 a survey amongst CIOs by &lt;i&gt;CIO&lt;/i&gt; magazine in the UK discovered that their top 10 concerns were: people leadership, managing budgets, business alignment, infrastructure refresh, security, compliance, resource management, managing customers, managing change and board politics&lt;sup id="cite_ref-autogenerated1_1-0" class="reference"&gt;&lt;a href="http://en.wikipedia.org/wiki/Chief_information_officer#cite_note-autogenerated1-1"&gt;&lt;span&gt;[&lt;/span&gt;2&lt;span&gt;]&lt;/span&gt;&lt;/a&gt;&lt;/sup&gt;.&lt;/p&gt; &lt;p style="font-family: arial;"&gt;&lt;br /&gt;Typically, a CIO is involved with analyzing and reworking existing business processes, with identifying and developing the capability to use new tools, with reshaping the enterprise's physical infrastructure and network access, and with identifying and exploiting the enterprise's knowledge resources. Pasal orang macam ani tah EGNC ani inda dapat begarak. &lt;/p&gt; &lt;p style="font-family: arial;"&gt;Kitani pun tau, kebanyakkan kitani kakitangan EGNC ani mempunyai otak-otak yang BERGELIGA dan PINTAR-PINTAR, tapi pasal management yang kucar-kacir dan mementingkan diri sendiri ani tah idea-idea kitani inda dapat begarak. manakan dapat begarak mun idea bisia ganya kan di pakai, walaupun kadang2 idea atu inda MASUK DIAKAL, kakal jua kana pakai.&lt;/p&gt; &lt;p style="font-family: arial;"&gt;Kepada pihak atasan yang rasanya tersinggung, minta maahap saja, bukannya niat hati kan menyinggung tapi mun inda di Brudirect ani di mana tah lagi kami kan meluahkan perasaan. Isu ani di ketahui sudah betahun-tahun lamanya tapi management ani membisu saja.&lt;/p&gt; &lt;p style="font-family: arial;"&gt;Betahun-tahun sudah kami besabar, tapi IT ani kana anak tirikan selama ani. Masa dapan kami inda pernah diorang pikirkan, yang kana pikirkan orang yang berpangkat-pangkat tinggi sudah. Apa halnya kami ani? bukan manusiakah kami ani? inda layak untuk maju kah?&lt;/p&gt; &lt;p style="font-family: arial;"&gt;Sudah pun kenaikan kami kana sekat selama ani, kan menyambung belajar pun kana sekat tia jua, ani hal ehwal kewangan kami lagi inda kana ambil peduli. They see an opportunity to kick him out they take it la. Bukannya EGNC memilih. =D&lt;/p&gt; &lt;p style="font-family: arial;"&gt;To mari beramai-ramai: what do u mean bertahun-tahun? EGNC baru 2 tahun jua. So you are talking about JTMSN management sebenarnya. Yes, dulu terasa kana anak-tirikan masa di bawah JTMSN. Paling sedih masa tedgr orang bercerita “IT unit ani inda align sama visi misi MOF” pasal atu tah org IT dulu inda kana pedulikan banar2. Lapas atu timbul tah pulang pegawai C3 inda dapat naik ke B2 kalau inda ada degree. Apakan tu? Inda kana suruh belajar, naik pangkat inda jua dapat.&lt;br /&gt;Sudah EGNC mengambil alih kunun nasib kana bela. Ada tah harapan kan belajar atau naik pangkat. Sama jua, permohonan belajar ditolak alasan umur limpas 40 tahun, daging liat udah. Labih Udah setahun EGNC ditubuhkan inda jua ada kemajuan. Yang maju ganya mikin banyak pegawai B2 memangku B3 dan pegawai B2 baru yang inda pandai membuat keraja (becakap boleh tahan).&lt;br /&gt;Yang pegawai C3 inda ada kana bagi peluang memangku B2, katah keraja pegawai C3, sama saja dengan B2 inda dapat dibezakan lagi sama rata saja, adilkah tu? Ada pegawai B2 Karang mengambil kesempatan atas kebolihan pegawai C3, disuruh tah pulang membuat keraja teugal-ugal seorang diri alasan pegawai C3 ni banyak pengelaman. Kadang-kadang kana suruh menyapul keraja pegawai B2 yang inda pandai siap-siap. Ganya betanyakan dan mengupdate status projek, semua orang pun boleh buat walaupun inda B2.&lt;br /&gt;Pegawai atasan JPA &amp;amp; SPA tu baik tah suruh programmer memprogram balik sistem otak tu supaya berfikiran logik untuk mengubah scheme tu bebalik, sekurang-kurangnya pegawai C3 ada peluang naik pangkat ke B2 walaupun nada degree, bebaloi jua rasanya membuat keraja tu. Kalau jawatan lain boleh kenapa jawatan IT inda boleh !!!!. Apakan, inda penting bidang IT ni kah?
