CIO Survival Guide – The Recovery Begins

If you were a CIO in 2008 and survived 2009, then you have earned your stripes. 2009 felt the full brunt of the economic meltdown
ending the year with double-digit unemployment and new job creation at an all time low.

Putting 2009 aside, what does 2010 hold in store for CIOs? Will it be a year of continued lean budgets and cost controls or a year of gradual recovery and growth?


More than ever, CIOs need to focus on their business savvy, peer relationships and ability to achieve continuous alignment with business strategies and objectives. In addition, it is imperative that CIOs don’t go off on technology quests that may be too controversial or bleeding edge. While having the latest and greatest might give the CIO bragging rights at conferences and such, it does little to impress leadership teams and business unit executives if core needs aren’t being satisfied.

For 2010, CIOs would be wise to keep their technology powder dry, keep the infrastructure solid and focus on providing solutions that are easily traceable to specific enterprise and business unit objectives. Therefore, new project initiatives need to be “rifle-shot” on target and deliverables, spot on. Shorter projects with more frequent deliverables will serve the CIO better than larger, high-risk endeavors. Improving service levels should be first and foremost on CIOs' list of priorities, especially if they have suffered due to cut backs and other recession-related events.

CIO Insight weighed in on the topic in its “CIO priorities for 2010,” a recap of the survey conducted by “The Society for Information Management (SIM)” of CIOs and IT executive leaders. These priorities are as follows:

2. IT and Business Alignment
3. Business Agility and Speed to Market
4. Business Process Reengineering
5. IT Cost Reduction
6. IT Reliability and Efficiency
7. IT Strategic Planning
8. Revenue Generating IT Innovation
9. Security and Privacy Maturity
10. CIO as a Member of the Leadership Team

Clearly these priorities reveal the focus is on sticking to basics before branching out into the innovative. To see cost reduction take precedent over revenue growth is quite telling. Disappointing was the sense that it isn’t imperative to have the CIO serve in an enterprise leadership capacity. This suggests that CIOs are still seen as second class citizens and not the peer of CFOs and COOs. In many respects, these top 10 priorities take me back to the mid-1990s in terms of what those surveyed deemed to be important. For me it isn’t so much the items making the list but the sequence and the inherent contradictions in expectations.

e-Government Citizen Survey 2009

A nationwide e-Government Citizen Survey shall be conducted to identify which Government Services need to be made available online. Aligned with the e-Government Strategic Plan 2009-2014, this survey is open to all citizens and residents of Brunei Darussalam.


The e-Government Survey will enable more effective citizen engagement and collaboration with the community. Your participation will contribute towards improving Government services which are important to YOU! In turn, the Government can prioritise which e-Government projects are in need of the greatest attention.


The survey will launch on the 4th of December 2009. Participants will be able to fill-in online surveys at www.egovcitizensurvey2009.gov.bn, road-shows, focus group and at Brunei-Muara counter services of the Government, namely: Labour Department, Immigration & National Registration, Post Office-Mail Processing Centre and the Land Transport Department.


What is the purpose?

With the input from the community this survey will help the Prime Ministers Office to identify which e-Government services are important to the citizens.

This survey is open to all citizens and residents of Brunei Darussalam.

There is no conclusive evidence of Chinese government involvement

An electronic spy network, based mainly in China, has infiltrated computers from government offices around the world, Canadian researchers say.

They said the network had infiltrated 1,295 computers in 103 countries.

They included computers belonging to foreign ministries and embassies and those linked with the Dalai Lama - Tibet's spiritual leader.

There is no conclusive evidence China's government was behind it, researchers say. Beijing also denied involvement.

The report comes after a 10-month investigation by the Information Warfare Monitor (IWM), which comprises researchers from Ottawa-based think tank SecDev Group and the University of Toronto's Munk Centre for International Studies.

They were acting on a request from the Tibetan spiritual leader's office to check whether the computers of his Tibetan exile network had been infiltrated.

Researchers found that ministries of foreign affairs of Iran, Bangladesh, Latvia, Indonesia, Philippines, Brunei, Barbados and Bhutan appear to had been targeted.

Hacked systems were also discovered in the embassies of India, South Korea, Indonesia, Romania, Cyprus, Malta, Thailand, Taiwan, Portugal, Germany and Pakistan.

Analysts say the attacks are in effect industrial espionage, with hackers showing an interest in the activities of lawmakers and major companies.

Compromised

The researchers said hackers were apparently able to take control of computers belonging to several foreign ministries and embassies across the world using malicious software, or malware.

"We uncovered real-time evidence of malware that had penetrated Tibetan computer systems, extracting sensitive documents from the private office of the Dalai Lama," investigator Greg Walton was quoted by the Associated Press news agency as saying.



They say they believe the system, which they called GhostNet, was focused on governments in Asia.

By installing malware on compromised computers, hackers were able to take control of them to send and receive classified data.

In this case, the software also gave hackers the ability to use audio and video recording devices to monitor the rooms the computers were in. But investigators said they did not know whether or not this element had been used.

According to the New York Times, the spying operation is the largest to have been uncovered in terms of the number of countries affected.

In an abstract for the report entitled The Snooping Dragon: Social Malware Surveillance of the Tibetan Movement - posted on the IWM website - investigators said while such attacks were not new, these particularly stood out for their ability to collect "actionable intelligence for use by the police and security services of a repressive state, with potentially fatal consequences for those exposed".

Definition of a Chief Information Officer in Brunei

Only a few work as a full time CIO. Many hold other duties other than being appointed as a CIO for a particular ministry. So imagine being a CIO in Brunei, not knowing what to do exactly, implementing projects in 'silos'. Yet blaming the C-Level management of not supporting, budget cuts and so on. The emphasis was and still is, vendor. Nearly all IT projects in Brunei are vendor-driven.

The chief information officer (CIO) is a job title for the board-level head of information technology within an organization. The CIO typically reports to the chief operations officer or the chief executive officer. In military organizations, they report to the commanding officer.

CIO

Chief Information Officer (CIO) is a job title commonly given to the most senior executive in an enterprise responsible for the information technology and computer systems that support enterprise goals. As information technology and systems have become more important, the CIO has come to be viewed in many organizations as a key contributor in formulating strategic goals. Typically, the CIO in a large enterprise delegates technical decisions to employees more familiar with details. Usually, a CIO proposes the information technology needed by an enterprise to achieve its goals and then works within a budget to implement the plan. The CIO role is also sometimes used interchangeably with the chief technology officer role, although they may be slightly different. When both positions are present in an organization, the CIO is generally responsible for processes and practices supporting the flow of information, whereas the CTO is generally responsible for technology infrastructure.


Information technology

The prominence of the CIO position has risen greatly as information technology has become a more important part of business. In some organizations, the CIO may be a member of the executive board of the organization. No specific qualification is typical of CIOs in general. In the past, many have expertise in computer science, software engineering, or information systems, but this is not universal. Increasingly CIOs, especially those from a technical background, hold Master of Business Administration or Master of Science in Management degrees.[1]. More recently CIOs' leadership capabilities, business acumen and strategic perspectives have taken precedence over technical skills. It is now quite common for CIOs to be appointed from the business side of the organization, especially if they have project management skills.

In recent years governments and government departments have employed CIOs and recruited them from the private sector. The main reason for this is that as government departments have modernized their processes they have made costly IT mistakes and now require highly experienced IT executives to cut the best deals for their organizations.


In 2007 a survey amongst CIOs by CIO magazine in the UK discovered that their top 10 concerns were: people leadership, managing budgets, business alignment, infrastructure refresh, security, compliance, resource management, managing customers, managing change and board politics[2].


Typically, a CIO is involved with analyzing and reworking existing business processes, with identifying and developing the capability to use new tools, with reshaping the enterprise's physical infrastructure and network access, and with identifying and exploiting the enterprise's knowledge resources. Many CIOs head the enterprise's efforts to integrate the Internet into both its long-term strategy and its immediate business plans.

Something wrong kali wah otaknya ani, sudah pun kakitangan egnc ani payah kan naik pangkat, mesti jua jadi anak kesayangan pengarah baru tah dapat naik pangkat klu nda sia-sia pun tah tu, 60 tahun kan kaja 60 tahun tah tu tahan2 jua kakal. ani gaji kami lagi kan kana bantai. sudah di tanyakan balik2 cakap diorang jabatan ani masih baru… tapi inda logik jawapan diorang atu..walaupun jabatan atu baru tapi keraja atu rutin tu bepuluh2 tahun sudah di buat, di mana salahnya tu nah?? salahnya orang yang menjalankan tugas atu lah. as I said earlier “something wrong dgn ia punya otak tu”.

Diminta klu kebawah duli membaca post ani tolong tah kami ani, cuba tah siasat pentadbiran di egnc atu. kasihani tah kami orang2 IT ani. nada masa dapan.

Setau kami pegawai kewangan atu sbenarnya malas & lalang saja, klau kami kol kesana alasannya cbuk & banyak kraja lah. Kami beguna jua elaun acting atu utk kegunaan peribadi ani d jaruknya plang proses pembayaran acting kami, mungkin ia banyak usin kali ia tah nda ingau. Baik plang kami stayed d jabatan kami dulu drpd kami under EGNC masa ani.Penting kn diri sendiri saja..baik tah Biro Mencegah Rasuah & Jbtan Perkhidmatan Pengurusan dtg kesana & mencheck mcmana durang menjlnkn tugas durang ani.

sibuk tia karang inda tejangkau, lalainya kan betangkar sama staffnya and jabatan lain saja. bukannya ia sibuk tu, ia sengaja inda kan membuat tu keraja atu. mengomplain banyak keraja bulih tahan ni ia ani. padahal pondok-pondok jua ganya kajanya. apa punya pegawai.

I heard ia ani puas pulang kana tandang sana sini ni, before EGNC ia ani kana tandang dari JTMSN, before JTMSN kana tandang dari PERUMAHAN. pasal apa tu nah?? pasal inda pandai bekeraja, kan menahan kewangan orang saja kerajanya iatah kana tandang-tandang.

Aku hairan macammana EGNC bleh menerima orang mcm ani. Inda ku paham banarnya. Orang yang memilih ia ani sama ada talo inda pandai menilai orang atau pun kawannya. iatah ganya dapat ku pikirkan tu.

Di minta semua kakitangan EGNC bangkit dan berganding bahu meluahkan perasaan masing-masing. Perkara ani inda dapat dibiarkan, matlamat kitani untuk MEMAJUKAN EGNC BUKANNYA MEMUNDURKAN EGNC ani. Pasal orang macam ani tah EGNC ani inda dapat begarak.

Kitani pun tau, kebanyakkan kitani kakitangan EGNC ani mempunyai otak-otak yang BERGELIGA dan PINTAR-PINTAR, tapi pasal management yang kucar-kacir dan mementingkan diri sendiri ani tah idea-idea kitani inda dapat begarak. manakan dapat begarak mun idea bisia ganya kan di pakai, walaupun kadang2 idea atu inda MASUK DIAKAL, kakal jua kana pakai.

Kepada pihak atasan yang rasanya tersinggung, minta maahap saja, bukannya niat hati kan menyinggung tapi mun inda di Brudirect ani di mana tah lagi kami kan meluahkan perasaan. Isu ani di ketahui sudah betahun-tahun lamanya tapi management ani membisu saja.

Betahun-tahun sudah kami besabar, tapi IT ani kana anak tirikan selama ani. Masa dapan kami inda pernah diorang pikirkan, yang kana pikirkan orang yang berpangkat-pangkat tinggi sudah. Apa halnya kami ani? bukan manusiakah kami ani? inda layak untuk maju kah?

Sudah pun kenaikan kami kana sekat selama ani, kan menyambung belajar pun kana sekat tia jua, ani hal ehwal kewangan kami lagi inda kana ambil peduli. Apa sudah jadi dengan IT management ani?

Pikirkanlah klu sekiranya nada IT ani macammanakah jenis kehidupan kitani?. cuba bandingkan di zaman batu yang nada telknologi IT, apa jua kemajuan yang diorang perolihi? so hargailah orang-orang IT ani, jangan di anak tirikan.

Last but not least, Jangan Mare Ye, sekadar meluahkan perasahan.. hehe

Paling sedih masa tedgr orang bercerita “IT unit ani inda align sama visi misi MOF” pasal atu tah org IT dulu inda kana pedulikan banar2. Mudahantah ceta atu inda banar.

Where the hell do you think most of the management comes from? dari langit? or dari lubang juburmu yang bebau atu? klu sdh old management tunggang langang, what make you think its different now? I guess you are one of them. No wonder….. ask yourself this, how many projects have you done before you naik jadi pegawai tinggi ani? one? two? separuh jalan? or nothing at all? or kao naik pangkat ani pasal ada latar belakang or oleh2 mengampu?.. iatah pasalnya sistem 3K ani bukan saja memundurkan jabatan tapi kerajaan jua as a whole.

Kalau dikirakan masaalah pegawai IT inda kana pedulikan batah udah, sejak JTMSN ditubuhkan tahun 1993, inda ada pegawai C3 ke bawah kana luluskan untuk belajar ambil degree. Lapas atu timbul tah pulang pegawai C3 inda dapat naik ke B2 kalau inda ada degree. Apakan tu? Inda kana suruh belajar, naik pangkat inda jua dapat.
Sudah EGNC mengambil alih kunun nasib kana bela. Ada tah harapan kan belajar atau naik pangkat. Sama jua, permohonan belajar ditolak alasan umur limpas 40 tahun, daging liat udah. Labih Udah setahun EGNC ditubuhkan inda jua ada kemajuan. Yang maju ganya mikin banyak pegawai B2 memangku B3 dan pegawai B2 baru yang inda pandai membuat keraja (becakap boleh tahan).
Yang pegawai C3 inda ada kana bagi peluang memangku B2, katah keraja pegawai C3, sama saja dengan B2 inda dapat dibezakan lagi sama rata saja, adilkah tu? Ada pegawai B2 Karang mengambil kesempatan atas kebolihan pegawai C3, disuruh tah pulang membuat keraja teugal-ugal seorang diri alasan pegawai C3 ni banyak pengelaman. Kadang-kadang kana suruh menyapul keraja pegawai B2 yang inda pandai siap-siap. Ganya betanyakan dan mengupdate status projek, semua orang pun boleh buat walaupun inda B2.
Pegawai atasan JPA & SPA tu baik tah suruh programmer memprogram balik sistem otak tu supaya berfikiran logik untuk mengubah scheme tu bebalik, sekurang-kurangnya pegawai C3 ada peluang naik pangkat ke B2 walaupun nada degree, bebaloi jua rasanya membuat keraja tu. Kalau jawatan lain boleh kenapa jawatan IT inda boleh !!!!. Apakan, inda penting bidang IT ni kah? Alert! tah wahai robot-robot kerajaan.

Syabas to orang yang membuka mata dan telinga mengenai isu diatas.

Biar lah semua ani dijadikan iktibar bagi pegawai2 lain agar menjalankan tugas dengan baik.

Kesian pada Orang2 IT yang under EGNC yang belum ada gaji / backdated /elaun memangku, etc sampai masa ani walaupun yang sudah berbulan2 keraja disana. Dorang inda berani bersuara dan hanya mampu bersabar. Perlu jua diketahui dorang ani ada tanggungan dan komitment masing2. Cemana kan membayar kalau nada gaji.

Disini ingin jua memaklumkan The appropriate way to log any complain is to write to Management Services Department, JPM. Insya Allah kitani akan dipeduli. Amin amin ya Rabalalamin.

wah… so it’s a personal attack on me now? emosi jua? kenapa pulang terasa kana tembak when i was only trying to explain the situation honestly?

Do you think it is that straight forward kah to say no? do you even care to think that egnc was given the chance to say no and choose their own peg kew? The answer was NO. ingat shopping online kah ni bulih milih2? :)

The management now is different from management jtmsn dulu la. If you were ever one of those people on MOF level 3 or 4 dulu then you would appreciate that the current management is trying hard not to follow the same path again. Although I have to admit that it has not been an easy journey so far.

How many projects I’ve done is irrelevant to this discussion but aku pun alum naik pangkat so don’t you even dare to accuse me of mengampu or the 3K stuff mun ganya sekadar kan naik pangkat. I believe strongly in hard work and merit and my colleagues know that.

The point of this post was about the pegawai kewangan but I don’t think it is fair that orang lain pulang tepalit jua. That was my message… if you actually read it.

I know I did my homework. Did u? or did u just started to menampung halfway without ever looking at the bigger picture?

Daging liat, I agree with you tapi kalau kan sambung belajar atu I think syarat dari JPA jua tu kalau inda salah yang 40 thn atu. cuba kita double check arah website durang. and pasal skim jawatan IT atu, yes I agree with you that SPA should assist egnc to update the scheme… FAST. :)

I also agree with pengajaran & iktibar. aku pun kesian meliat some staffs who I consider as one of my friends udah alum lagi terima for a few months. mudahantah sudah kana complain di sini ani pegawai kewangan atu laju2 memproses gaji durang ani. barutah nampak ia teranah dimejanya. =D

I do agree with you though but the sad thing about most locals is that they complain for things that they don’t understand and they don’t offer constructive feedbacks on how to solve the problem. And when others try to explain bisai-bisai, marah tia pulang.

No one is perfect. I’m not perfect. But with less negative criticism + heroism and more positive criticism + team effort, I am sure that we all can move forward together. We can only berusaha so much and the rest will be like hamba allah said, bawa berdoa dan bersabar, mudah-mudahan semuanya akan selesai.

Cara becakap tidak professional seolah-olah bukan seperti seorang pegawai yang berkelayakaan serta berhikmah. Saya betul-betul kecewa jika kamu pegawai-pegawai B2/B3.

Tetapi, jika benar kan challange ‘Daging Liat’ sediakan satu projek untuk ia membuat, tetapi System documentation yang lengkap perlu disedia termasuklah system requirement specification, process flow (DFD), Database structure and relationship etc yang seperti sepatutnya disediakan oleh seorang Penganalisa sistem.

Insha Allah dari sana nanti, sama-sama kitai menilai.

Ngam tah sudah tu pengakuan biskita atu. kalau handal system development then saya pasti you will make a very good programmer. Kalau B2 ani bidangnya luas bukan saja develop system, mesti cepat adapt to new situations so takut biskita inda berminat nanti, sayang saja mengisi post B2.

EGNC Services : OnePass

ONEPASS is a new e-service provided by E-Government National Centre (EGNC) to all Brunei Government employees. The objectives of the service are:
  • To provide Digital Identities (Digital Certificates) to Government employees in Brunei and abroad.
  • To ensure the security og Government information online such as e-mail, digital documents, files etc.
  • To allow the safe transaction of data online such as online payment, e-forms and online registration.

ONEPASS is built upon Public Key Infrastructure (PKI) technologies and enables the end-user to have:

  1. Confidentiality (ensure private communications)
  2. Intergrity (ensure no modification to documents/data)
  3. Authentication (ensure it is the correct person)
  4. Non-repudiation (no-denial of receiving or sending)

Management will be done centrally from EGNC, with assistance at the Ministry/Department levels.

EGNC will also collaborate with all Ministries/Departments on the deployment and usage of ONEPASS in any of their Business Applications (i.e application that relies on the use of a digital certificate).

E-Government National Centre (EGNC) offers secured state-of-the-art facilities to house your servers. The data center is designed and equipped to the highest industry standards, utilizing Secure IT Security room with raised floors, Security Surveillance System, Environment Management system, automatic fire extinguishing equipments, uninterruptible power supplies (UPS), backup generators and redundant internet connections to all local major ISPs.

  • Customers to house their IT equipments in Private suites with or without racks and Shared Rooms
  • 24X7 Network Monitoring
  • Secured Physical and Network access

By the consent of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam on the 1st April 2008, E-Government National Centre (EGNC) was formed under the Prime Ministers' Office. EGNC was formed as part of the continuous effort by His Majesty's Government towards achieving the e-Government initiatives.

In His Titah in the year 2000, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam expressed his view to see Brunei going into the mainstream global Information Technology and the e-Government initiatives as a means to Brunei economic development.

The Prime Ministers Office highlights four key drivers for e-Government initiatives:

  • To modernize the civil service to further develop the government machinery into an efficient, effective, innovative, competitive, productive and proactive as well as customer focused and friendly.

  • To build a more transparent and accountable government, as it enables better participation from citizens and community.

  • To meet challenges of globalization.

  • To better prepare ourselves for future crises.

EGNC is the centralized organization that concentrate on IT in Civil Service, to oversee the development of IT personnel, centralize procurement of IT equipments and offering services of Data Centre facilities.
